Description 

  • Under the supervision of the Deputy Head of Sub Delegation and the ICT Coordinator, the ICT Manager’s primary responsibility is to lead and oversee a team of specialized ICT professionals in managing and maintaining the site's ICT infrastructure and support.
  • S/He participates in the implementation of ICT projects, and manages the proper installation of fixed and mobile IT and telecommunication infrastructures, as well as their maintenance.
  • S/He is directly responsible for the ICT Specialists 1 or 2 affected to his team.

Main Duties and Responsibilities

  • Provide leadership in the design, implementation, and maintenance of the organization's ICT infrastructure, ensuring alignment with the organization's objectives, with reliability and security in mind.
  • Plan, installed, adapted, and maintained all IT equipment of the site computers, servers, printers, peripherals, internal networks, power systems, cabling, internet connections, and installations following internal standards and procedures.
  • Oversee the work of ICT specialists in designing and implementing infrastructure projects, including technologies such as SIP Trunk, VSAT, HF, VHF telecommunication, LAN, and Software Defined WAN.
  • Mentor and coach ICT specialists, providing technical guidance and support to resolve complex technical challenges and deliver high-quality solutions.
  • Stay abreast of industry trends and developments, evaluating emerging technologies and recommending strategic investments to enhance the organization's ICT capabilities.
  • Serve as a technical escalation point for unresolved issues, leveraging your expertise and internal network inside ICRC to troubleshoot and resolve critical incidents in a timely manner.
  • Participate in budget development and ensure its tracking.
  • Cultivate strong relationships with external vendors and service providers, support the ICT Coordinator in contracts negotiating phases and service level agreements to ensure quality service delivery.
  • Under the leadership of the ICT Coordinator, lead the writing, validation, and enforcement of the ICT policies applicable to ICRC staff.
  • Represent the ICT department in cross-functional meetings and initiatives, advocating for ICT priorities and aligning technology strategies with organizational goals.
  • Communicate regularly with senior management and key stakeholders, providing updates on ICT projects, initiatives, and performance metrics.

Education and Experience Required

  • Bachelor’s Degree in Computer Science, Information Technology, or related; Master’s Degree preferred.
  • Minimum of 7 years of experience including 2-3 years in a technical leadership role, with expertise in designing, implementing, and managing complex ICT infrastructure projects
  • Proficiency in a wide range of ICT technologies and systems, including networking, telecommunications HF, VHF, VSAT, SIP trunk, cybersecurity, and on-premises server management.
  • Experience in providing user support and helpdesk services at Level 2, with a strong understanding of workplace and digital workplace environments.
  • Relevant certifications such as ITIL, PMP, or CISSP, are highly desirable.
  • Good command spoken and written of English. Knowledge of French is an asset.
  • Familiarity with IT policy implementation and documentation procedures, including drafting and updating technical documentation for various IT equipment.
  • Experience in liaising with external suppliers for repairs and managing administrative tasks such as supply requests, vendor contacts, and contract renewals.
  • Proven track record of innovation in resolving technology-related issues and willingness to explore and implement innovative solutions.
  • Applicants should have a Nigerian nationality or hold a working permit.

  • Experience working in a global or multicultural environment is an asset, with proficiency in multiple languages preferred.
  • Certifications in relevant domains such as Microsoft Windows Desktop or Server administrator, Fortinet, GVF, ITIL or equivalent, would be advantageous.
