Job Description

  • The General Manager is the Chief Executive Officer of the State Assets Management Agency.
  • The General Manager will have requisite managerial skills, financial acumen and a strong understanding of asset management principles to be responsible for overseeing all aspects of asset management in the State.

Responsibilities

  • Strategic Planning: Develop and implement strategic plans for the effective management of assets in alignment with the goals and objectives of KSAMA and the government of Katsina State.
  • Asset Inventory Management: Oversee the creation and maintenance of a comprehensive inventory of all assets owned or controlled by the agency, including land, buildings, vehicles, equipment, and other tangible assets. Asset Utilization: Ensure optimal utilization of assets to maximize their value and benefit to the agency and the state govemment.
  • Asset Maintenance and Preservation: Develop and implement policies and procedures for the maintenance and preservation of assets to ensure their long-term viability and value.
  • Financial Management: Develop and manage the budget for asset management activities, including expenditures related to maintenance, repairs, acquisitions, and disposals.
  • Asset Disposal: Develop and implement strategies for the timely and efficient disposal of surplus or obsolete assets through sale, auction, donation, or other means. Ensure compliance with legal and regulatory requirements governing asset disposal.
  • Other responsibilities include stakeholders' engagement, reporting and documentation, compliance, Risk management and team leadership.

Requirements

  • Bachelor's Degree in Quantity Survey, Business Administration, Finance, Accounting, or a related field. A Master's Degree or professional certification in asset management, an MBA or a related discipline is preferred. NIQS qualification is an added advantage.
  • Proven experience in asset management, preferably in a public sector environment.
  • Experience in real estate management, infrastructure development, or facilities management is highly desirable.
  • Strong leadership and managerial skills, with the ability to effectively lead and motivate a diverse team, interpersonal skills, knowledge of relevant laws amongst others.
  • Must not be over 60 years of age.

  • The Salary, allowances and other fringe benefits of the General Manager is as obtained in the Katsina State Civil Service.
