PURPOSE

The Technical Advisor – Program Quality & Compliance provides strategic oversight and technical leadership for World Renew's West Africa Ministry Team, ensuring program quality, compliance, and innovation across humanitarian, development, and nexus programming in fragile and conflict-affected states.

This position coordinates regional technical functions, including MEAL, Gender Justice, Safeguarding & Inclusion, Institutional Grant Development, and Digital Integration, to strengthen accountability, learning, and donor compliance across country programs. The Advisor serves as a key thought partner to the Regional Director and senior leadership, enhancing effectiveness and alignment with World Renew's mission and values.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Strategic Leadership & Coordination

  • Working in conjunction with the Regional Director, support strategic direction and coordination for regional technical leads (MEAL, Gender, Safeguarding, Grants, Digital, and others).
  • Contribute to country strategy development, annual planning, and reporting. Ensure technical strategies align with World Renew's global strategies, priorities, and frameworks.
  • Advise the Regional Director, countries and senior leadership team on program quality, compliance, and innovation.
  • Oversee compliance frameworks to ensure alignment with donor, legal, and internal standards. This includes contracts, legal requirements, and audit standards.

Compliance & Risk Management

  • Monitor and manage risk mitigation strategies across projects and country offices.
  • Support country teams in understanding and applying compliance protocols and reporting requirements.

  • Support internal audits, compliance reviews, and risk assessments with country and partner teams.

  • Provide technical guidance in responding to compliance or safeguarding incidents.

Program Quality & Learning

  • Ensure monitoring, evaluation, accountability, and learning (MEAL) frameworks and systems are in place, and are integrated into program design and implementation.
  • Promote adaptive management and evidence-driven programming.
  • Facilitate regional learning forums and document best practices for organizational knowledge sharing.
  • Ensure programs are effective, efficient, relevant, sustainable, and aligned with humanitarian and development standards (e.g., SPHERE, Core Humanitarian Standard). Promote continuous improvement through feedback loops, learning reviews, and adaptive management

Digital Integration & Innovation

  • Support the Digital Bridger role to adapt, and to drive adoption of digital solutions across programs.
  • Champion technological and innovation that enhances program efficiency, accountability, and impact.
  • Oversee systems for data collection, analysis, and visualization to inform decision-making.
  • Ensure timely and accurate reporting to donors and internal stakeholders. Lead or support evaluations, audits, and performance reviews

Capacity Strengthening

  • Mentor and coach regional technical leads to enhance their technical and leadership capacity.
  • Support capacity building for country teams and local partners in compliance, MEAL, and digital integration.
  • Facilitate collaborative planning and peer-to-peer learning.

Donor Engagement & Representation

  • Provide technical input into programs and operations? proposals, reports, and strategy discussions.
  • Represent World Renew in technical programs, operations? and donor forums at the regional level.
  • Strengthen programs' partnerships for collaboration and co-learning.
  • Line management to regional technical leads (MEAL, Gender Justice, Safeguarding, Grant Development, Digital Bridger, or others).

SUPERVISORY RESPONSIBILITIES:

  • This role will supervise the Regional Gender Justice Coordinator & Regional Resource Mobilization Coordinator

  • Influence & Negotiation: Able to work within matrix management structures and donor relationships.
  • Ability to travel up to 30% to fragile and conflict-affected field locations.

EDUCATION AND EXPERIENCE

  • Active engagement in a local Christian community and able to sign World Renew's Statement of Faith.
  • Master's degree in international development, Law, Finance, Digital Transformation, or related field.
  • Minimum 10 years of progressive experience in compliance, technical leadership, or program quality roles within NGOs or donor-funded organizations.
  • Demonstrated experience coordinating or managing multi-functional technical teams (e.g., MEAL, Safeguarding, Gender, Grants, Digital).
  • Strong knowledge of donor compliance frameworks (USAID, ECHO, FCDO, UN, GAC, CFGB, etc.).
  • Experience working in fragile or conflict-affected contexts across humanitarian, development, and nexus programming.

LANGUAGE SKILLS

  • Fluency in English and French (spoken and written) required.
  • Additional local or regional language skills an asset.

WORK ENVIORNMENT, PHYSICAL, and OTHER DEMANDS

  • This position requires regular international travel (up to 30%) to fragile and conflict-affected states, often in challenging environments.
  • Must comply with World Renew's duty of care, security protocols, and safeguarding standards.
  • Work may involve extended periods at a computer, participation in virtual meetings across time zones, and in-person representation in regional and donor forums.
  • Commitment to upholding safeguarding, protection, and ethical conduct at all times.
