Job Position: Crewing Officer

Job Purpose

  • The Crewing Officer is responsible for coordinating and managing all aspects of crew administration, deployment, certification, and welfare across Tamrose's marine fleet.
  • The role ensures that vessels are manned with qualified, certified, and competent seafarers in compliance with local and international maritime regulations, company policies, and client contractual requirements.
  • This position supports operational continuity by maintaining accurate crew records, overseeing crew change logistics, ensuring regulatory compliance, and promoting crew welfare and engagement.

Key Responsibilities

Crew Planning & Manning:

  • Develop and maintain vessel manning schedules in collaboration with the Crewing Manager and Vessel Masters.
  • Ensure each vessel is adequately crewed at all times with the correct complement and mix of nationalities as required by flag state or client.
  • Monitor crew rotation plans and proactively manage crew relief to prevent operational disruptions.
  • Verify that all crew joining vessels hold valid and relevant certifications (STCW, medicals, discharge book, etc.).
  • Prepare and update the crew matrix for each vessel in line with NIMASA and client requirements.

Recruitment & Onboarding:

  • Source, screen, and select competent seafarers for vessel positions, ensuring compliance with Tamrose recruitment standards.
  • Coordinate onboarding documentation and pre-mobilization requirements (medical tests, background checks, travel arrangements, etc.).
  • Maintain an updated crew pool database with complete biodata, qualifications, and availability status.
  • Participate in crew interviews and competency verification sessions where applicable.
  • Issue letters of appointment, employment contracts, and seafarer's engagement forms in line with company policy.

Certification & Compliance:

  • Track and monitor the validity of all crew certifications and licenses, ensuring timely renewals.
  • Liaise with NIMASA, NIWA, and relevant maritime authorities for endorsements, seafarer documentation, and regulatory compliance.
  • Maintain crew compliance reports and certification matrices for each vessel.
  • Support audits and inspections by regulatory bodies and clients, ensuring all required crew documentation is readily available.
  • Ensure full compliance with Maritime Labour Convention (MLC 2006) standards and client requirements on manning and welfare.

Crew Logistics & Deployment:

  • Coordinate crew change logistics, including flight bookings, ground transportation, accommodation, and visa arrangements.
  • Prepare crew change plans, sign-on/off reports, and crew lists in coordination with the Vessel Master and Logistics team.
  • Liaise with port agents and immigration officials for port clearance and crew documentation.
  • Ensure cost-effective and timely crew movement in line with operational schedules.
  • Track crew travel and mobilization expenses for budgeting and reconciliation purposes.

Crew Welfare & Performance:

  • Monitor crew welfare onboard, addressing issues related to leave, pay, health, and onboard conditions.
  • Support performance evaluation of crew and manage feedback from vessel Masters and HSE reports.
  • Handle crew grievances and disciplinary matters in collaboration with HR and Marine Operations leadership.
  • Ensure prompt processing of crew payroll inputs, leave entitlements, and other welfare-related benefits.
  • Encourage a culture of safety, professionalism, and continuous improvement among crew members.

Documentation & Reporting:

  • Maintain accurate and up-to-date crew records both in hard copy and electronic format (e.g., crew database, SharePoint, or HRIS).
  • Prepare periodic reports such as manning status, crew rotation forecasts, certification expiry reports, and crew cost analyses.
  • Support internal and external audits by providing crew-related documentation promptly and accurately.
  • Archive historical crew data in line with Tamrose's document retention policy.
  • Continuously review and improve documentation workflows for efficiency and data integrity.

Requirements

  • Education: Bachelor's Degree in Marine Studies, Human Resources, Business Administration, or related discipline.
  • Experience: Minimum of 3–5 years of experience in crewing, marine operations, or maritime HR functions (preferably within offshore/marine logistics environment).
  • Certifications: Knowledge of STCW, MLC 2006, ISM, ISPS codes, and Nigerian maritime regulatory framework (NIMASA/NIWA). Training in crew management or HR information systems is an added advantage.

Technical Skills:

  • Proficiency in MS Office Suite (Excel, Word, SharePoint).
  • Experience using crew management or HRIS software.
  • Strong documentation, scheduling, and reporting skills.
