KEY RESPONSIBILITIES

A. Program Strategy and Leadership

Lead the design, planning, and implementation of SOAR's programmatic strategies in line with its mission and 5-year strategic plan.

Translate organizational vision into annual operational plans and program work plans.

Support in identifying strategic priorities, expansion opportunities, and partnerships.

Ensure integration of gender-transformative and survivor-centered approaches across all programs.

B. Program Development and Resource Mobilization

Contribute to proposal development, donor scoping, and concept note writing.

Collaborate with designated staff to align donor interests with SOAR's thematic areas.

C. Program Management and Implementation

Oversee day-to-day management of projects ensuring they are delivered on time, on budget, and within scope.

Provide supervision and mentorship to field and program staff to ensure quality delivery without micro-management.

Coordinate with finance to ensure proper budget utilization and accountability.

Ensure safeguarding and ethical standards are upheld in all program interventions.

D. Monitoring, Evaluation, Accountability, and Learning (MEAL)

Work with M&E to develop logical frameworks, theories of change, and implementation plans for new projects.

Work closely with M&E Officer to develop and track program performance indicators.

Facilitate documentation of lessons learned, success stories, and best practices.

Lead quarterly and annual review meetings for adaptive management.

E. Partnerships and Advocacy

Maintain effective relationships with community-based partners, networks, and government stakeholders.

Support advocacy initiatives targeting policy reforms on sexual violence and gender equality.

Represent SOAR in coordination forums, donor meetings, and sectoral networks.

F. Capacity Strengthening and Team Development

Build capacity of program staff in project cycle management, gender integration, safeguarding, and community engagement.

Promote a culture of accountability, learning, teamwork, and well-being.

G. Reporting and Communication

Ensure timely submission of high-quality narrative and financial reports.

Collaborate with Communications to document and share program impact stories.
