Role description

The Senior MEAL Officer will be responsible for collecting, processing, analyzing, and visualizing data from different projects. Utilizing GIS software and tools, she/he will create maps, charts, graphs, and dashboards to effectively communicate complex information, aiding data driven solutions. Additionally, she/he will assist in setting up and maintaining data collection devices in challenging contexts and develop electronic tools to enhance data quality and usability. Collaborating closely with other MEAL officers, project managers, and partners, she/he will contribute to data-driven solutions that support project objectives and outcomes.

Job Responsibilities

1. Collect, clean, validate, and analyze data from various sources, such as satellite imagery, aerial photography, field surveys, remote sensing, and online databases, for immunization and disease surveillance purposes.
2. Use GIS software and tools, such as ArcGIS, QGIS, Google Earth, and R, to create maps, charts, graphs, and dashboards that visualize and communicate data effectively to inform data-driven solutions.
3. Set up and maintain devices that collect data across project locations.
4. Develop electronic tools and applications, such as web maps, interactive dashboards, and data portals, that enhance data quality and usability.
5. Perform quality assurance and quality control checks on data and deliverables, and ensure compliance with data standards and protocols.
6. Prepare and present data reports and findings to internal and external stakeholders, and provide recommendations and insights based on data analysis.
7. Stay updated on the latest trends and developments in GIS and data visualization and identify opportunities for improvement and innovation.
8. Provide inputs to research activities and writing articles for publications as required.
9. Conduct regular monitoring of focal project sites for data verification to ensure data integrity, precision, reliability, timeliness, and validity.

Required Qualifications and Competencies

1. A bachelor's degree or higher in Statistics, GIS, data science, social sciences or a related field.
2. At least five years of experience in data analysis and GIS, preferably in the humanitarian and development sector.
3. Proficient in GIS software and tools, such as ArcGIS, QGIS, Google Earth, and R, and familiar with various data formats, such as shapefiles, geodatabases, geojson, and kml.
4. Strong skills in data visualization and communication, and able to create clear, accurate, and engaging maps, charts, graphs, and dashboards.
5. Experience in setting up and maintaining devices that collect data in challenging and insecure contexts, and troubleshooting technical issues.
6. Experience in developing electronic tools and applications, such as web maps, interactive dashboards, and data portals, using HTML, CSS, JavaScript, Python, or other programming languages.
7. Excellent attention to detail, analytical thinking, and problem-solving skills.
8. Ability to work independently and collaboratively in a fast-paced and dynamic environment.
9. Good oral and written communication skills, and able to present data and findings effectively to various audiences.
