JOB TITLE Manager, Civil Project 

REPORTS TO DVP, Projects 

DEPARTMENT

JOB PURPOSE 

To oversee the planning, execution, and delivery of specific projects within the upstream oil and gas sector, ensuring projects meet timelines, budgets, quality, and safety standards.

PRINCIPAL ACCOUNTABILITIES

1. Project Planning and Execution:

  • Oversee the development of detailed project plans, including scope, budget, timeline, and resources.
  • Manage and ensure the smooth execution of projects within the approved budget and timeline.
  • Collaborate with relevant departments (e.g., operations, engineering, procurement) to ensure that all project elements are addressed.

2. Budget and Cost Management:

  • Develop and manage project budgets, track expenditures, and identify opportunities for cost savings.
  • Ensure that projects are delivered within the allocated budget and provide forecasts for cost control.

3. Quality Assurance and Compliance:

  • Ensure that projects meet or exceed quality standards as outlined in the project specifications.
  • Ensure compliance with regulatory requirements, industry standards, and company policies, particularly concerning safety, health, and the environment (HSE).

4. Risk Management and Mitigation:

  • Identify potential risks to project success (e.g., technical, financial, regulatory, environmental) and develop mitigation strategies.
  • Manage and mitigate any project risks that arise during the project lifecycle.

5. Team Leadership and Coordination:

  • Lead and manage the project team, providing guidance and support to ensure all roles are fulfilled effectively.
  • Foster a collaborative team environment and ensure that team members have the necessary resources and training to perform their roles.

6. Stakeholder Communication and Reporting:

  • Maintain regular communication with key stakeholders, providing updates on project progress, milestones, and any issues.
  • Report to senior management on project status, including achievements, challenges, and solutions.

7. Vendor and Contractor Management:

  • Oversee the performance of external vendors and contractors to ensure they meet project requirements.
  • Ensure that contracts are adhered to and that vendors and contractors comply with project specifications and timelines.

JOB CONTEXT

The Manager, Projects is responsible for planning, coordinating, and delivering capital and infrastructure development projects across onshore and/or offshore assets in a complex and dynamic operating environment. Working under the DVP or VP, Projects, the role is expected to manage multi-disciplinary project teams and interface with engineering, operations, procurement, and HSE to ensure timely, safe, and cost-effective execution of projects. The Nigerian upstream environment poses unique challenges including regulatory compliance, local content requirements, community engagement, and logistics constraints, which the role must proactively navigate.

KEY CHALLENGES

  • Schedule and Cost Discipline: Delivering projects on time and within budget despite contractor delays, supply chain bottlenecks, or foreign exchange constraints.
  • Regulatory Landscape: Ensuring alignment with evolving Nigerian oil & gas regulations (e.g., NUPRC, NCDMB) during the project lifecycle.
  • Host Community Management: Managing the impact of projects on host communities while maintaining the social license to operate.
  • HSE Compliance: Achieving zero LTI performance in challenging terrain (swamp, offshore, etc.), and during high-risk construction activities.
  • Resource Coordination: Managing interface issues across internal departments and external vendors with varying timelines and priorities.
  • Technology Integration: Implementing and adapting project technologies (e.g., digital project control, asset integrity systems) to local operational realities.

JOB COMPETENCES – SKILLS, KNOWLEDGE & BEHAVIOUR

  1. Skills
  • Project Management: Proficient in PMBOK or PRINCE2 frameworks; strong command of planning, budgeting, scheduling, and resource control.
  • Technical Expertise: Strong grounding in facilities engineering, pipeline and flow station construction, and brownfield/greenfield project execution.
  • Contracting & Procurement: Skilled in EPC/EPCM contract negotiation, contractor performance monitoring, and procurement compliance.
  • Risk & HSE Management: Competent in identifying project risks, applying mitigation strategies, and implementing robust HSE standards.
  • Data & Digital Tools: Ability to use MS Project, Primavera, AutoCAD, and digital asset management or project monitoring platforms.

2. Knowledge

  • Industry Standards: Familiarity with API, ASME, ISO project standards, and Nigerian regulatory codes (DPR/NUPRC, NCDMB).
  • Local Content Law: Working knowledge of the Nigerian Oil and Gas Industry Content Development Act and its implications on project delivery.
  • Community Dynamics: Understanding of Niger Delta socio-political context and managing projects amid community expectations.

KEY INTERFACES/RELATIONSHIPS

Internal Interfaces:

  • Project Team Members: This includes engineers, technicians, project coordinators, and other operational staff. The project manager is responsible for coordinating activities, setting deadlines, and ensuring project objectives are met.
  • Operations and Field Teams: Collaborating closely with operations teams to ensure that the project does not interfere with ongoing production and that all operational constraints are considered in planning.
  • HSE (Health, Safety, Environment) Team: Ensuring that health, safety, and environmental standards are adhered to during project execution. This collaboration is crucial to maintaining compliance and safety throughout the project's lifecycle.
  • Procurement and Supply Chain Teams: Working closely with procurement to ensure timely delivery of materials and equipment, as well as managing vendor relationships and contracts.
  • Finance and Accounting Teams: Liaising with finance teams for budget management, cost control, and ensuring that financial targets are met.
  • Legal and Compliance Teams: Working together to ensure that contracts, agreements, and other legal documents comply with industry regulations and company policies.
  • IT/Systems Support: Collaboration with IT teams for system integration or management of project management software, tools, and data analytics.

External Interfaces:

  • Vendors and Contractors: Direct communication with suppliers, contractors, and service providers to ensure that goods and services are delivered on time and meet quality standards.
  • Regulatory Bodies and Government Agencies: Engagement with government entities, such as the Nigerian Petroleum Regulatory Authority (NUPRC), to ensure compliance with national and regional regulations.
  • Consultants and Specialists: Collaboration with external consultants who might provide technical expertise or advisory services for specific project challenges

EDUCATIONAL QUALIFICATION REQUIREMENTS

 Bachelor's degree in engineering (Petroleum, Mechanical, Civil, Electrical), Project Management, or a related discipline.

 Master's degree in business administration (MBA), Engineering Management, or Project Management is highly recommended for senior roles.
