We are seeking a seasoned HSE Lead with a strong track record of enforcing safety compliance, risk mitigation, and workforce discipline in high-risk construction environments, who will serve as the site's authority on safety compliance, hazard control, and environmental governance.

About the Role

The HSE Lead is the ultimate safety authority on site, responsible for protecting lives, assets, and reputation by enforcing compliance with national regulations, international safety standards, and company-specific policies.

Minimum Experience Requirement (Non-Negotiable)

We are specifically looking for candidates who meet the following:

  • Degree in Safety, Engineering, Environmental Science or related field
  • NEBOSH / IOSH / OSHA / ISPON certifications strongly preferred
  • 8+ years in construction safety leadership
  • Proven authority on high-risk sites
  • Deep understanding of Nigerian HSE laws and international safety systems
  • Demonstrated experience implementing ISO management systems

Key Responsibilities:

Safety Governance & Enforcement

  • Develop and implement the project HSE Master Plan
  • Establish site safety policies, toolbox culture, and hazard-control systems
  • Enforce use of PPE, site permits, and work authorisation protocols
  • Suspend unsafe operations where life, equipment, or structures are at risk

Risk Assessment & Prevention

Conduct:

  • Job Hazard Analysis (JHA)
  • Risk Assessments
  • Safety Method Statement reviews

Identify high-risk activities before execution and define controls

Ensure safety considerations are embedded into all work plans

Site Monitoring & Inspections

  • Conduct daily safety walks and weekly audits
  • Issue Non-Conformance Notices (NCNs)
  • Track incident reports, near misses, and closure actions
  • Maintain site-wide compliance records

Incident Investigation & Reporting

  • Lead investigations into accidents, injuries, and unsafe acts
  • Prepare high-integrity root-cause analysis reports
  • Submit weekly and monthly HSE dashboards to leadership
  • Escalate severe violations immediately

Training & Workforce Safety

  • Conduct safety inductions for all site staff and contractors

Roll out:

  • Working-at-height safety
  • LOTO procedures
  • Fire drills
  • Emergency response training
  • Imbed safety culture across all levels

Environmental Management

Ensure compliance with environmental regulations:

  • Waste management
  • Noise control
  • Dust management
  • Spill control
  • Enforce site sustainability practices

Compliance & Documentation

Maintain:

  • Permits & certifications
  • Audit trails
  • Inspection logs

Prepare the project for external audits and regulatory inspections
