Duration: Up until 31st January 2025

Scope of the Position

The Contract Nutrition Technical Advisor will provide expert guidance and support to the Nutrition Department of the Federal Ministry of Health to enhance the planning, implementation, and evaluation of nutrition programs and policies. The consultant will work to improve the department's capacity to address malnutrition and promote optimal nutrition across the country.

Specific Responsibilities

  • Assess the current status and functioning of the Nutrition Department, identifying gaps, challenges, and opportunities in its structure, operations, and capacity.
  • Provide guidance on overcoming operational challenges, ensuring quality control, and monitoring and evaluating program effectiveness.
  • Collaborate with Departmental leadership to outline key milestones, activities, and timelines for the duration of the technical assistance.
  • Design and implement tailored capacity-building programs for the Director, Head of Department, and staff members to enhance best practices and deepen their knowledge and skills in program management and implementation. Core areas covered will include team building, internal departmental coordination mechanisms, writing and documentation skills, stakeholder engagement, sub-national level engagement, and self-development and management.
  • Offer strategic advisory support and guidance to the Director, Head of Department, and senior management on emerging issues, policy implications, and strategic directions related to nutrition programming.
  • Provide recommendations for policy advocacy and decision-making to advance nutrition goals at national and sub-national levels, including developing the National Advocacy Strategy for Nutrition in collaboration with a strategic systems consultant.
  • Offer ongoing technical assistance and support to the Director, Head of Department, and staff members in implementing the Multiple Micronutrient Supplementation MMS initiatives nationwide.
  • Contribute to official reports and presentations for relevant stakeholders, including government officials, donors, and partners.
  • Facilitate collaboration and coordination with relevant stakeholders, including other government agencies, international organizations, and NGOs, to leverage resources and expertise in nutrition programming.
  • Work with Departmental leadership to identify opportunities for institutionalizing successful practices and ensuring their continuation beyond the duration of the consultancy.
  • Conduct a final review to assess the impact of the engagement, facilitating a smooth transition by identifying and documenting areas of success, areas for improvement, lessons learned, and recommendations for future support needs.

Required Qualifications/Competencies

  • A minimum of a master's degree in nutrition, Public Health, or a related field. A PhD would be an added advantage.
  • At least 15 to 20 years of relevant experience in nutrition programming, policy development, and implementation, preferably in Nigeria or a similar context.
  • Proven track record in managing and implementing nutrition programs at both national and sub-national levels.
  • Strong expertise in maternal and child nutrition, micronutrient supplementation, and community-based nutrition interventions.
  • Familiarity with Nigeria's health and nutrition policies and frameworks.
  • Demonstrated experience in project management, including planning, implementation, monitoring, and evaluation of nutrition programs.
  • Experience in designing and delivering capacity-building initiatives, including training, mentoring, and coaching for health professionals and government staff.
  • Excellent written and verbal communication skills, with the ability to produce high-quality reports and presentations.
  • Proficiency in stakeholder engagement and coordination with government agencies, NGOs, and international organizations.
  • Strong analytical and problem-solving skills, with the ability to identify challenges and develop practical solutions.
  • Ability to work in a dynamic and complex environment, demonstrating flexibility and adaptability to changing circumstances and priorities.
  • Strong interpersonal skills and the ability to work collaboratively with a diverse range of stakeholders, including government officials, donor agencies, and community organizations.
  • High level of professional integrity and commitment to ethical standards.
  • Willingness to travel within Nigeria as required to support the Nutrition Department's activities and initiatives.
  • Proficiency in using relevant software and technology for communication, data analysis, and reporting.
