JOB SUMMARY

Develop and lead OML-30 research and development (R&D) and related programs, with the aim of enhancing knowledge within OML-30 and in compliance with the NOGIC D Act, NCDMB guidelines and recommendations. The successful candidate will initiate R&D plans, manage and interface with researchers and NCDMB, on behalf of HEOSL and OML-30 Joint Venture (JV) Partners, in accordance with NCDMB guidelines. He/she will mainly work with the Nigerian Content Development (NCD) team, Subsurface and Petroleum Engineering functions to meet OML-30 R&D objectives, in line with NCDMB R&D requirements.

KEY ACCOUNTABILITIES

  1. Administer and oversee R&D and all related activities for the duration of contract.
  2. Coordinate with HEOSL technical team reps, OML-30 Joint Venture (JV) partners and NCDMB to ensure that agreed R&D projects and related activities are in accordance with the NOGIC D Act, NCDMB requirements and guidelines.
  3. Ensure proper set up of research team(s) for R&D projects. Ensure that all key personnel involved in R&D projects meet training requirements in accordance with NCDMB guidelines.
  4. Coordinate cooperation with research centers/institutes/universities as required during R&D projects and related activities.
  5. Coordinate all OML-30 R&D proposals and 3–5-year revolving plan(s). Ensure that all R&D proposals and plan(s) meet NCDMB requirements.
  6. Coordinate and interface with HEOSL Technical and NCD teams to obtain appropriate internal, JV and NCDMB approvals.
  7. Develop budget(s) and justification(s) for proposed and planned R&D projects in accordance with NCDMB requirements and guidelines.
  8. Oversee the conduct of research centers/institutes/universities in accordance with agreed R&D objectives, work plan and NCDMB guidelines.
  9. Oversee research team(s) to ensure ethical conduct in all areas of the R&D project processes including, but not limited to, conflicts of interest, data acquisition, management, sharing and ownership, publication practices, responsible authorship, and collaborative research and reporting.
  10. Visit the research centers when required for validation and progress assessment, as required.
  11. Ensure appropriate equipment are deployed for all R&D projects.
  12. Coordinate R&D technical, progress and compliance reporting and submission to HEOSL, JV and NCDMB. Ensure compliant reporting in line with NCDMB guidelines and requirements.
  13. Generate and submit accurate and timely closeout documents to HEOSL, JV and NCDMB for each completed R&D project.

QUALIFICATIONS

  1. Doctor of Philosophy PhD in Engineering, Natural Sciences or Project Management.
  2. A lecturer on Sabbatical Leave from a recognized Nigerian University.
  3. Demonstrated ability and involvement in Oil & Gas industry related research will be an advantage
