BACKGROUND:

  • DAI is looking for candidates for the role of Citizen Engagement Specialist for an upcoming USAID-funded project in El Salvador. The project aims to enhance local governments, empower communities for local development, and enhance public services in selected municipalities.
  • A key focus of the project is community engagement to empower municipalities and residents, creating a collaborative environment for prioritizing local development. Communities will learn about the roles of the new leadership and establish communication channels with the authorities.
  • The Citizen Engagement Specialist will be a vital part of the project's leadership team, enhancing citizen participation and engagement with new local governments, particularly fostering relationships between authorities and community organizations.
  • This position provides a unique chance to improve local governance and citizen involvement at the community level.


ROLES AND RESPONSIBILITIES:

  • Coordinate activities under Objective 2 of the project to enhance citizen participation with new local governments.
  • Strengthen connections between municipal authorities and ADESCOs to maintain community influence in governance.
  • Work with community groups to boost safety and civic engagement.
  • Establish mechanisms for citizen oversight to promote transparency and resource allocation.
  • Develop initiatives for vulnerable populations with emphasis on gender equity and inclusion.
  • Enhance awareness of municipal processes through effective communication.
  • Oversee community pilot projects and infrastructure improvements.
  • Perform other duties as assigned by the Executive Director.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree, master's preferred in a related field.
  • Minimum 10 years of relevant experience in local governance in the region.
  • At least 5 years of team supervision experience.
  • Knowledge of local governance, public management, and citizen participation.
  • Proven ability to work in diverse environments and lead teams effectively.
  • Experience with USAID or other donor-funded projects preferred.
  • Strong attention to detail and multitasking skills.
  • Excellent communication and leadership abilities.
  • Capability to work in fast-paced environments.
  • Must be fluent in Spanish, English proficiency preferred.
